Citizen Governance
Three volunteer boards advise the Town Council on the long-term growth, zoning, and land-use decisions that shape White Springs. Members are nominated by the Town Council each year, serve without compensation, and meet to review applications, recommend policy, and hear appeals.

Planning & Zoning Board
Town of White Springs, Florida
The board comprises five (5) members and two (2) alternates appointed by Town Council for one-year terms, selected from town electors.
Primary Duties
The board functions in several capacities:
Advisory Role
Provides recommendations to Town Council regarding zoning changes and related regulations.
Growth Planning
Reviews existing town plans and recommends modifications to accommodate future development.
Project Review
Investigates and makes recommendations on all new plats, and examines subdivision and condominium projects for compliance with comprehensive plans and zoning regulations.
Annexation
Serves as the annexation board, pursuing logical expansion of contiguous lands and developing annexation strategies.
Additional Assignments
Performs other duties as directed by Town Council.
How Members Are Appointed
The Town Council follows a consistent annual process to nominate, appoint, and seat board members.
Nominate
By October 1 each year, the Town Council nominates qualified individuals to serve on each board for the upcoming fiscal year.
Appoint
A majority vote of the Town Council appoints both members and alternates from among the nominees.
Seat & Elect Chair
At its first meeting, each board elects its own chair from among the appointed members. (The Land Use Plan Committee is chaired by the Town Manager.)
Fill Vacancies
Permanent vacancies are filled within 60 days using the same nomination and appointment process.
Note on residency: Board nominees generally need not be residents of the Town. The Board of Adjustment may include non-residents only by a four-fifths vote of the Council, in accordance with the Southern Building Code. Council members may also serve on one or more committees, and any board member may be removed by majority vote of the Town Council.
